Australia Tightens Biosecurity: DAFF Eliminates Two BMSB Clearance Pathways
Australia’s Department of Agriculture, Fisheries and Forestry (DAFF) has enacted critical regulatory adjustments ahead of the 2026-2027 Brown Marmorated Stink Bug (BMSB) biosecurity season, which commences on September 1. Importers and international freight forwarders face more stringent clearance parameters.
Elimination of Key Alternative Clearance Schemes
DAFF has formally removed two major compliance pathways: the Safeguarding Arrangement Scheme and the Rolled Goods Policy. In previous seasons, these provisions afforded enterprise shippers alternative operational avenues to process breakbulk and containerized cargo with flexible onshore protocols.
Mandatory Offshore Treatment and Port Detention Risks
With alternative pathways closed, target high-risk goods arriving from designated target-risk countries must undergo strict mandatory offshore treatment prior to vessel departure. Forwarders are urging shippers to verify treatment certificates at origin, as non-compliant containers arriving at Australian ports face mandatory re-exportation or prolonged quarantine detention.
